Crude prices ended 2 percent higher to its seven-week high on Monday on optimism about an imminent global economic recovery and rising fuel demand driven by cold weather. Light, sweet crude for November delivery added 1.50 dollars, or 2 percent, to settle at 73.27 dollars a barrel on the New York Mercantile Exchange, the highest close since August 24. In London, Brent Crude for November delivery rose 1.36 dollars to settle at 71.36 dollars a barrel on the ICE Futures exchange. The last time crude closed above 73 dollars a barrel was in late August with the U.S. driving season in full swing.

The prices got lifted after a survey released by the National Association for Business Economics on Monday showed that more than80 percent of economists believed the recession was bottoming out and an expansion has begun, although they expected the recovery would be slow. Earlier, crude prices declined for two consecutive weeks, to 67.88 dollars per barrel.

Analysts said the prices are buoyed by improving demand prospects and sentiment, but for any sustained price hike, inventories would be needed to continue to taper off as underlying demand improve. An International Energy Agency (IEA) report on Friday forecast a rise in demand at the end of this year and into 2010 as the global economy recovered from a slump.

The agency revised upwards its estimate for global demand this year by 200,000 barrels a day and for next year by 350,000 barrels. Other analysts believed that oil demand in the United States, the world's largest energy consumer, could rise due to an early blast of winter. Further support came from a fall in the greenback, prompting fund managers to protect themselves against the fall by buying hard assets like oil and other commodities.

Traders have been looking for signs of an economic turnaround that could back fuel demand, which has been stricken hard by the recession. The dollar has weakened against a basket of major currencies, boosting dollar-priced oil as it became cheaper for dealers holding other currencies.

The U.S. dollar index, which tracks the dollar against other major currencies, has gone down-- percent since early March, and crude has jumped by about 20 dollars per barrel at the same time. Meanwhile, heating oil jumped 4.16 cents to settle at 1.8944 dollars a gallon and natural gas jumped 11 cents to settle at 4.88 dollars per 1,000 cubic feet.

Economists said there is little chance of a shortage in the near term even though there are enormous supplies of all three due to the recession. Demand for crude has plunged after the world entered its worst financial downturn since the Great Depression, with crude prices slumping from historic highs of more than--7 dollars in July 2008 to about 32 dollars in December.

"The lack of a competitive mechanism in China's gas market has given major gas suppliers few incentives to expand gas output at current low prices," Lin Boqiang, professor at the Center of China Energy Economics Research in Xiamen University, told China Daily Monday.

The gas crisis has raised public doubts about the country's monopolistic gas market and the capacity of PetroChina and Sinopec, the country's main gas suppliers, which issued emergency gas in several provinces and regions including Chongqing municipality and Zhejiang province due to the sudden increased consumption and limited storage. "In order to meet the surging gas demand, we should open our gas market and welcome more domestic and foreign companies to create a competitive mechanism, which will trigger an exploration of the potential gas capacity," Lin said.

Gas production reached 77.5 billion cu m last year, a year-on-year increase of 15 percent. Some experts predicted that China will consume 400 billion cu m in 2030 with nearly 40 percent imported from abroad, Jia Chengzao, director of the CNPC Petroleum Institute, said at an energy forum in July this year.

"Apparently, the current gas supply cannot meet the surging demand and our gas market must bring in fresh elements," Lin said. Raising natural gas prices is the first step and then the gas market will open further, he said. But Cao Changqing, head of the price department of the National Development and Reform Commission, the country's top economic planner, said on Thursday that China will not adjust the price of natural gas or issue a major price reform plan anytime soon.

Some netizens think the oil giants are curtailing the market supply to obtain a higher price, but both companies denied that and said they are at full capacity. Cities in the central and southern parts of the country are still facing severe gas shortages after being hit by a cold snap and heavy snow. Zhengzhou Gas Group said the city is facing a shortage of 50 million cu m of natural gas this year. Yesterday, the company suspended natural gas supply to taxis at five of the city's nine gas stations.

Wuhan, the capital of Hubei province and a city in the middle reaches of the Yangtze River, cut natural gas supply to all industries and businesses to ensure residential consumption last week after one of its worst snowstorms in the past four decades, facing a shortage of about 1 million cu m of gas every day.

The unusually early snowstorm in the country this winter has resulted in a surge in gas consumption for heating, diverting supplies and affecting public transport and industries. In Chongqing, local media reported that taxis are forming long lines for compressed natural gas. The gas squeeze is also affecting industries in Hangzhou, Zhejiang province, with dozens of plants forced to shut down last week.

More than 30 gas-consuming companies were affected with 17 of them having their supply cut off, Zhejiang Daily reported last week. This year's gas supply to Hangzhou is 310 million cu m, while the city has already consumed nearly 319 cu m, the local government said. Gas supply in downtown Hangzhou was back to normal with the temperature rising to-- C on Sunday.

From Rags To Riches in Rental Properties

Know the rental market you are working in. The number 1 key to successfully managing rental properties is to know your marketplace. What is the right price point for your unit? How nice is your rental versus others in the neighborhood? What types of amenities are standard? Knowing the answers to these questions is usually the difference between renting your unit in 2 weeks or 6 months. The easiest way to find the answers to these questions is to call other rentals in your area and schedule a showing. You want to view as many apartments in your area as you can so that you have great knowledge about the marketplace that you are competing in.

know the local rental laws in your area. This is very important. Not much more to say. Follow the laws. If you don't, they could cost you a lot of money.

Advertise correctly. For the past 2 years, I have put zero "FOR RENT" signs in my front yards they advertise that your place is vacant. I advertise on free websites like Craigslist, Plugged-In, and other local websites that cater to young profesionals. (This is another reason you want to be familiar your market.) These sites typically attract a higher quality tenant. This tenant is not a life time renter, but a young professional needing a nice place to live until they buy a house. In these cases, if you offer additional amenities, you can often get a higher rent. Why would anyone pay for an ad in a local paper? These websites work and they are free.

Offer a referral program. I have a policy that if you refer a friend and that friend signs a 1-year lease, I will give you 1/2 off next months rent. This is a great program! My best advertisers are my current tenants. I make my places nice and I stay on top of problems that arise quickly and in a friendly manner. This makes my tenants happy to refer their friends and family to my rental units.

I am most concerned with evictions on a back ground check. It is a last resort for landlords. This means they have tried everything couldn't make it work. To me if someone has been evicted, they were terrible tenants. I don't want problems, I want income. In today economy no one is perfect, so I am very understanding when it comes to poor credit.

Get a local real estate lawyer to write a lease for you. If they have experience in writing leases they probably have a good one already written up. You can also take one you have downloaded to them and have them look it over. A good lease up front can save you headaches in the end.

Be flexible on your rent. When it comes to rent, I am flexible. Let's say I want $700 per month for rent, but a tenant offers to pay $650 per month. If I wait I may be able to get more rent from someone else. If however, I don't rent it this month, I just lost $650! It will take me- month at $700 per month to make that up. If I don't rent it for 2 months, it will take me 22 months to make up that lost rent. This is where I think a bird in the hand is worth 2 in the bush. If I make a concession for lower rent, I will only do it if I get something in return, like the tenant agreeing to yard work or snow removal.

Hire 3 handymen, why just in case the first two are busy. I can fix just about any small problem that arises in my rentals, and I don't pay myself anything. However, I have 3 men who work part time. Why? So I am not inconvenienced by evening calls, late night calls, early morning calls, or weekend calls. Why do I have 3 of them? In case I can't get a hold of the first 2. My tenants are very important to me, but so is my family. So that I don't have to make a choice between them, I call my handymen. Everyone is happy, most importantly me!

Stay ahead of problems. The number 1 complaint from tenants is that their landlords are not quick to resolve problems that arise in their homes. No one cares if the kitchen sink is clogged, as long as someone comes to fix it in a timely manner. Leave it clogged, and they will move out. I tell my tenants that all maintenance calls will be answered in person within one day 7 days a week (see "Hire a Handyman.") I stick to that pledge and you will have happy tenants.

Thank your customers (your tenants). If I were selling copiers or pharmaceuticals this would be obvious. Why is renting an apartment any different? Sending a holiday card, or congratulating a tenant on the birth of a new child, you may be viewed as more of a friend than a landlord. Become a friend and your tenant will want to take care of your property. Become a friend and your tenant will communicate problems to you rather than just moving out. Become a friend and your tenants will refer their friends to you.

Pittsburgh Tops Cleveland For 12th Consecutive Time

The Pittsburgh Steelers have been playing the Cleveland Browns for longer than any other team in the National Football League, dating back to'50. And while it hasn't been quite that long since the Cleveland Browns won a game against the Steelers it may be starting to feel like it. On Sunday, Pittsburgh won for the twelfth straight time dating back to 2003 as they topped Cleveland by a final score of 27-13. The defending Superbowl champions improved to 4-2 while the Browns fell to 1-5.

The good news for NFL betting enthusiasts who took the +13' with the Browns as a road underdog is that they managed to cover the pointspread by the slimmest of possible margins. Betting against the defending Superbowl champion is a long standing handicapping concept, and this season at least its worked like a charm-the Steelers have only covered one of their first six games. Cleveland, meanwhile, evened their NFL pointspread record at 3-3 on the season. The Browns have covered three straight after dropping their first three both straight up and against the spread. The 40 combined points went OVER the posted total of 37'.

Pittsburgh dominated the game in virtually every statistical category. They amassed 28 first downs to 12 for Cleveland, held a 543 to'7 total yardage advantage and a 36:46 to 23:14 time of possession advantage. Most of the post game talk from both sides was about a controversial spot in the first half where the Steelers were given a first down on a short yardage play when it appeared that they didn't make the required yardage.

After the contest, Derek Anderson spoke of the frustration of continually coming up short against the Steelers. The Browns have only one once in ten games since Pittsburgh moved into their new home at Heinz Field:

"We're not trying to lose every time we go out here. We put tons of hours in and ... it's frustrating. Every single week, it's frustrating."

Steelers' tight end Heath Miller said the team is happy to be where they are at this point despite not playing up to their standards:

"I think we haven't played our best ball yet and that's pretty comforting. We've gotten a few wins here without playing our best."

The Steelers will host Brett Favre and the 6-0 Minnesota Vikings next Sunday. After a bye week, the Steelers will hit the road to play another undefeated team as they take on the Denver Broncos on Monday, November 9. Cleveland will host the Green Bay Packers this Sunda. They'll head to 'The Windy City' to face the Chicago Bears the following Sunday and then have a bye week.
