There's plenty of stock that's placed in the idea of Facebook Likes. With that said, it seems as though these Likes, and how they are tallied, are going to start to change in the future. Keep in mind that this change will not happen immediately, as it sounds like shifts will be visible in the coming weeks.

There are ways for businesses to account for any decrease in Likes they may see. This is where popularity may be the strongest, which goes without saying, and it's understandable that businesses will want to build on this as much as possible.
