The customer is paying for X, but they are not receiving the items that they paid good money for. A little research on a merchant should be done before deciding to do business with them.

Now, on to the issue of volume. Because of what the product is used for, there is a very good chance that a client is going to want a fair amount of the item. That is doable for some dealers, but not for others. Discussing orders before any payments are made is a great way to avoid the other party making a promise they cannot keep.

The thing about living in the world is that it was never meant to be all that easy. However, humanity was stubborn enough to work around the difficulty. They managed to do a hard job.
